What is an oto.ini?

An "oto.ini" is the file that contains all the configuration of the phonemes and syllables that will be used in the voicebank so it can sing properly. Depending on the type of recordings is the quantity of syllables that will be required.

What is an UST?

An "UST" is the editable file that UTAU loads, which contains all the notes with their respective aliases so a voicebank can sing a specific song. A direct analogy are the "VSQ" files for Vocaloid or the "SVP" files for SynthV.
